MEC’s Civil Engineering team provides the infrastructure that enables development to move from early concept through planning, approval and construction. Working with housebuilders, developers and private sector clients across the UK, the team turns initial ideas into practical, buildable and commercially viable solutions. From single plots to large multi-phase developments, they deliver coordinated highways, drainage, earthworks and associated infrastructure designed to meet planning, environmental and technical requirements while supporting successful delivery on site.

Infrastructure viability / concept design

Early-stage feasibility reviews, constraints analysis and infrastructure strategies to test site deliverability and inform masterplanning. We assess levels, access, drainage and abnormal cost drivers to support confident land and planning decisions.

Section 278 highway junction design

Design of off-site highway improvements including priority junctions, ghost islands, roundabouts and signalised junctions. We manage technical approvals and coordinate directly with highway authorities to support timely delivery.

Section 38 and private highway design

Highway design for adoptable and private highways across residential, commercial, industrial and mixed-use developments. This includes access roads, estate roads, parking areas, servicing routes, geometry, levels, construction details and coordination with utilities and drainage, designed to meet relevant authority and project-specific requirements.

Vehicle swept path analysis

Detailed vehicle tracking assessments to inform access strategies, servicing arrangements and emergency vehicle compliance, ensuring layouts function safely and efficiently.

External works

MEC provides civil engineering design for the external areas of residential, commercial, industrial and mixed-use developments. This includes site levels, car parks, access roads, servicing areas, hardstandings, footways and drainage coordination, helping to create practical, accessible and deliverable schemes from planning through to construction.

Earthworks cut and fill analysis

Ground modelling and levels optimisation to create balanced, buildable development platforms, reducing material movement and improving cost efficiency.

Section 104/106/98 detailed drainage design

Drainage strategies and detailed designs in accordance with the Sewerage Sector Guidance, incorporating sustainable drainage systems aligned with the CIRIA SuDS Manual, LLFA and Local Authority requirements, enabling adoption by the relevant authority.
